Fleet and Shore Manpower Requirements Determination
Cape Henry Associates can provide all forms of Fleet, Squadron and Shore Manpower Requirements Determination. Fleet and Squadron manpower requirements include ships, squadrons and other deployable units governed by Required Operational Capability/Projected Operating Environment (ROC/POE) documents. This can be accomplished using a Top Down Requirements Analysis (TDRA) process that identifies multi-year manpower requirements in support of the Planning, Programming, Budgeting and Execution System (PPBES) by establishing baseline manpower requirements based on ROC/POE statements. When information is available, Cape Henry Associates can use a standards based Bottom-Up analysis process for collecting and quantifying workload elements in order to capture total workload aggregation from which manpower requirements are further validated. The workload aggregation is incorporated into associated Manpower Documents, which are to be refined on an iterative basis utilizing guidance from the Navy Manpower Analysis Center (NAVMAC) and the Navy Manpower Requirements Sytem (NMRS). The primary factors considered in developing Fleet manpower requirements include: ROC/POE, DCNO approved staffing standards, warfare publications, equipment and facilities maintenance requirements, and Navy training and acquisition documents.
