Cape Henry Associates - Services - PQS/JQR Development

Personnel Qualification Standards (PQS)
& Job Qualification Requirements (JQR)
Development

To update PQS or develop a JQR, the methods described in the PQS Unit Coordinators Guide are applied to the system and watch stations being developed. Working groups of Subject Matter Experts may be assembled to outline the process for a new system development, while watch stander observation may be used to update a legacy system. Cape Henry Associates uses the following methodology to develop the PQS or JQR:

  • LPD-4The Watch stations (300 Section) are developed to incorporate all the subtasks and evolutions expected of a person standing the watch. The following areas are addressed: Prerequisites, Tasks, Infrequent Tasks, Abnormal Conditions, Emergencies, Watches, and Examinations.
  • The Systems section (200 Section) compiles tentative lists of systems including all systems and equipment identified in the 300 section tasks. These systems are then disassembled into two levels: System components and System parts. The following items are developed for each of the items identified: Application of the components and parts, Principles of Operation, Parameter/Operating Limits, System Interfaces, and Safety Precautions.
  • The Fundamentals (100 Section) is the last to be developed and contains the basic knowledge and principles needed in understanding the equipment to be operated, and the duties to be performed in a safe fashion. This section includes such topics as: references used, drawings, symbols, terminology, relevant laws, potential hazards, first aid, protective devices and terms and definitions.
