Preliminary Ship Manpower Document (PSMD)

LCACOPNAVINST 1000.16 (series), the Manual of Navy Total Force Manpower Policies and Procedures, states that a Preliminary Ship Manpower Document (PSMD) is required for the lead ship of every new ship construction program.  The PSMD also applies to any follow-on ship of the same class which includes those that encounter significant design changes or systems upgrades that affect multiple active duty manpower requirements. This includes: ships scheduled for the Service Life Extension Program (SLEP), the Fleet Modernization Program (FMP), or a major conversion that requires a new manpower requirements statement. LCSEven though the techniques used to develop a PSMD provide results that have a high degree of accuracy they are at times predictions and a certain degree of error could exist.  The analytical predictions are validated against data obtained in the operational environment for which the system or equipment was designed.  The subsequent government developed lead Ship Manpower Document (SMD) for new construction ships will be created as soon as practicable after delivery, generally after the lead ship deployment cycle. This will allow requirement changes from those contained in the PSMD to be entered into the manpower system so that they may be effective in follow-on ships of the class and for validating training and personnel needs.  The lead SMD becomes the approved class document and supersedes the PSMD.  Unless major configuration or operational use changes occur to affect the follow-on ship program, the class SMD is the official statement of manpower requirements for the class.  A similar process is applicable to other preliminary manpower documents.
