Required Operational Capability (ROC)
Projected Operational Environment (POE)

Cape Henry Associates  develops and updates ROC/POEs. The ROC/POE is based on the CDD and is a tailored set of operational capabilities that provide policy, procedures, standards, and responsibilities for ship classes, aviation squadrons, and other operational units and staffs. ROC statements assign primary and secondary mission areas to units and specify the operational and sub-operational capabilities required to support those mission areas. POE statements establish the conditions and profiles of operation for which units must be manned and equipped. These operational capabilities and requirements are then used to assess the overall material, personnel, supply and training readiness of the unit.
