Training System Installation Plan (TSIP) Development and Implementation
In accordance with the OPNAVINST 11102.2 series, Cape Henry Associates develops and directs the execution of TSIP documentation products (formerly Training Equipment Facility Requirement (EFR)), which establishes training system installation requirements, planning, execution, and the coordinated transfer of training responsibilities from the Training Support Agency (TSA) to the Training Agent (TA). TSIP development is applicable to all conditions where procurement of, or modification to, training systems is required to establish or sustain formal training at naval training commands, other naval commands which conduct formal training courses, and at other Department of Defense facilities where training is conducted under U.S. Navy auspices. Training system component installation or modification of Technical Training Equipment (TTE), Training Devices (TD), Simulators, and logistics support are required to be captured, documented, approved, and executed through the TSIP process.
TSIP development and analysis efforts determine the facility modifications (e.g., structural, electrical, mechanical) required to execute the training system solutions outlined by an approved Navy Training System Plan (NTSP) or other applicable establishing authority. The TSIP document, which includes the Installation Design Documentation (IDD) attachment, serves as the implementation plan for a location-specific installation and identifies the related training support package in relation to the projected course Read for Training (RFT) date.
