Training Transfer Agreement
In accordance with the just released OPNAVNOTE 1500, Cape Henry Associates has a process in place to develop and update the Trainer Transfer Agreement (TTA) for planning, coordinating, and delivering the new or modernized training system products, as identified in the Navy Training System Plan (NTSP) and Training System Installation Plan (TSIP). In order to make certain that all training resources and capabilities are in place to support the execution of the transfer of responsibility for a complete training system, the TTA serves is a coordination document designed primarily for the Training Support Agent (TSA) and Training Agent (TA) to ensure aligned understanding and effective planning regarding transfer of training.
Developed and approved prior to defense acquisition Milestone (MC) C, an initial TTA is to be developed and approved for all Acquisition Category (ACAT) I and ACAT II programs. The TTA structure identifies the training products (e.g., Training Requirements Planning Process Methodology (TRPPM)/Front End Analysis (FEA) Validation, Job Duty Task Analysis Validation, NTSP Approval, TSIP, etc.) required to establish and achieve Ready for Training (RFT). Regarding funding and process accomplishment respective to required delivery date (RDD), the status of each acquisition program training product is reported within the TTA. Mitigation responses and corrective actions are developed for training products deficient in funding and/or delivery progress. The TTA document is monitored and updated continuously and its contents are reported to the TSA, TA, and other pertinent stakeholders on a periodic basis.
